Sims 3... Getting into a relationship?

My Sims have a "Romantic interest" in each other and the green bar is completely full. How can I get them to become boyfriend and girlfriend?

Yeah you have to start flirting, then hold hands, massage etc... It's after they've kissed, then you'll have the option to ask the sim to go steady (start dating/have relationship).

get them to do things in the romantic genre, ie backrub, flirt,chat up line etc. Then get the to kiss a couple of timesssss.

You need to make them keep doing romantic interactions until it says "____ thinks ____ is being extremely irresistible". Then under the romantic interactions there will be the option "Propose Go Stead" or something like that. If the other sim being asked is in a good mood, they'll accept. If not, either the relationship isn't high enough or you'll just have to wait until they're in a good mood.
