Skin peeling on hands?

hey everyone,

i've had this problem since i was a toddler. My hands form little skin 'pockets' probably about the size of a pin head and its white. Those little 'pockets' are skin. i can peel that off. i usually don't but it ends up peeling on its own. it always starts at the tips of my fingers and ends up going down to my palms. I've tried everything! My mom used to even coat my hands in cortizone when i was little. For a while i never got another break out when suddenly it started again about a week ago. My finger tips are already raw and cracking. when i was little the doctors said it was a reaction to my seasonal allergies. I'm on allergy medication and use cortisone regularly and nothing works. I've tried putting on neosporin on them to help with the cracking but it only made the raw skin turn into a callus. I don't know what to do! It's really painful and annoying! Has anybody had this before? My dad started getting it before he passed but the dermatologist said it was also allergies and gave him like 5 different creams to use and none of them worked. obviously it's hereditary but i have no idea what it is! I've heard some stories of it being a type of excema but i really don't know! Anybody have any ideas? I'm out of options here!
