Snowmobile accident... DWI arrest?

A friend of mine was in a snowmobile accident this weekend, around 1:30am sunday morning. He was very intoxicated, and went off a steep hill and hit a tree. He is in the hospital, was on life support (off now) brain injuries, and bleeding in his brain. They are already talking about releasing him tonight!!! WOW! The accident happened in MN but he was transported to Fargo ND because of head injeries. My question is, what's going to happen when he is released from the hospital? Will he be arrested and charged with a DWI? This will be his second now! Anything you could tell me would be great thank you!
So will they arrest him in MN? Or when he is released from the hospital?
His wife thinks they got away with it she says "all the cops have done is taken blood, they have not talked to us" but dont the cops wait untill they are released for arrest?
 
Yes, he could be charged with DWI depending on the state law where it happened. But the real issue here is drinking. If this were to be his second DWI then he didn't learn a thing from his first. This time he almost killed himself. Next time he may kill himself or someone else. If he can't learn from his actions that drinking and driving is deadly then he is condemned to doing it again. He needs professional help. If he doesn't seek it, then he's a loser and not someone that anyone could build a future with.
