Snowmobiles: Are the title and registration the same document?

A buddy of mine was going to sell me a snowmobile, but all he has is the snowmobile registration with the previous owner's name on it. He told me that it was the same thing as the title. Is this accurate, or do I need another document that is the title??
Is this all I need even if I don't have a bill of sale?
