i saw him at the side of the road, but i couldn't stop cause i was late for work. im going back tonight, but what should i do if he is there? what if he doesn't have a collar? thanks.
Call the RSPCA & let them know where the cat is. If it isn't already dead then he might be by the time you get back to him. The RSPCA might be able to get to him in time.
