Special Forces Units precedence? What are tier 1, 2, and 3? Does anyone really know?

I was under the impression that Tier one was Delta, Six, PJs and CCT, and possibly the Nightstalkers.

Tier two was 1st, 27th, 720th Special Operations wing, and possibly Psyops and ISA and i know this doesnt necessaraly make sense but also US Army Rangers.

Tier Three is Army SF, SEALs

Does anyone know for sure
