In March 2007 I got caught on a speed camera doing 36 in 30 zone. I received a letter asking if I was the driver etc. to which I have replayed to. Then about 4 months later I have sold my car and move to a new property. There was another letter send to my old address and my previous landlord did reply to it (by telephone) stating I have changed address (he also did tell them my new address!). Since then I have received another latter (to my new address) which did state that they have trouble processing my ticket as I have a Polish driving license. This was in ~August 2007 and since then I have not received any other letters for as long as I was living there (July 2008).
Recently I have received another ticket (which I have paid straight away) and together with a confirmation of payment I have received another letter from bailiffs which states that I need to pay £410 within a week or they will be knocking on my door (this is with regards to the old ticket).
In a nutshell, I was expecting a ticket and never received one. It took them more than 1 year to issue a ticket, and since then I have changed my address (so I never received any payment requests). Now solicitors want me to pay £410!!
I have also called HMCS to speak to them about the situation, and the only advice which they gave me was to avoid the bailiff till the case goes back to HMCS and then the ticket will return to it's original £135.
I have never received a ticket which asks me to pay for the offence, and I think that 1 year (or more) to issue a ticket is not acceptable and shows great mishandling of my case.
I hope I did present my case clear enough.
