My personal preference is:
Scar-H if you use FMJ, Red Dot, Holographic, ACOG
Tar 21 if you use Silencer, Grenade Launcher
This is with Stopping Power on all.
Also, the Tar 21 has a unique sight, but I forget if its Red Dot or Holographic/
I don't use Extended Mags, Thermal, or Shotgun, so can't help you there.

Scar-H is very accurate and extremely powerful.
Tar 21 is not as powerful and has horrible recoil and not as accurate.
It depends on if you like weapons with a quick rate of fire or not. The Tar 21 has a faster rate of fire than the Scar-H. For me, i like the Scar-H because it is so accurate.
