Temperature sensor Plug in How dose it work?

you see at my apartment we have these Temperature sensor Plugins and i really dont like them cause your Block heater needs at least 4 hours to keep at temperature just at temperature , every time in the morning i start my car its frozen and i feel that the sensor thing is useless , how dose it work , is it worth it to have ? if you could help me that would be great .
