...effects drowns out the voices ou? How can I adjust the volume to hear the voices better without turning up the TV too loudly?

cheaper TVs usually have really bad audio quality...

you could try changing the audio settings if you have them

you can also buy a external speaker that you can connect to your TV and that would give much better audio

most TVs even have a headphone jack so any computer speaker set would work as long as it's not surround
