There is a high pitched whirring noise that is coming from my Jeep?

It is a 1986 CJ7 I just had the belt changed so I doubt it's that. It doesn't happen right away...but after a few blocks it starts then continues until I shut the truck off...It gets louder when I rev the engine. and does it when it idles...someone said to rub a bar soap on the belt..but that did nothing
 
the belt may be loose if it stretched any or if installed incorrectly should only be able to move about 1/4 of inch up and down or it may be your water pump check to see if u see any antifreeze leaking out.Also could be power steering fluid check when warm. engine off or it could be the alternator spun a bearing.
