There were signs like circles on the ground, magnetism, and etc... And a woman was helping to this man. But she was also working for a sexless governor/mayor. This governor was a she at daytime, and at the other times she was a businessman and she was living as a man.

I know the movie was a terribly bad one, but I cannot remember its name and it makes me angry :(
