This is a question about the satellite calls soldiers make from their bases in Iraq.?

My question is why do people who have soldiers in Iraq have to pay $600 plus dollars to register the use of the phone satellite calls? Especially when we can't afford that money all at once. How are those of us who haven't been able to talk to our people there supposed to be able to make contact?
