This is the second time I have had this weird gooey thing in my underwear?

It is like elasticity, clear and odorless. It was in a little ball but when I touch it, it sticks to both fingers and can expand. This time it was still clear but had some weird yellow stuff attached to it. Should I be worried? What is this?
