tobacco plant question?

if i am growing virginia tobacco, and i pluck the leaves when mature do more grow back to replace the others I am growing indoors, and if i cut the leaves off completely does the plant come back from root

I have read of a fellow who tops his plants, takes about half the leaves and lets the suckers grow. I have not tried this method myself.
