Tow truck close to intersection in complex with speed bumps.?

Why do we have signs in public places etc. that say, warning, wet floor. Or road signs that say, triple curve, careful rocks falling, or school close by, 15 mph.etc. And yet cones are not required to warn of a tow truck blocking the whole stree. Just that small action of putting cones down can even help a bicyclist. Lights above the cabin in tow truck are irrelevant in broad daylight when a truck obstructs movement. All that is focused on is the truck, to look for lights would take away precious time allowing whomever to stop.
