Toyota seatbelts? has any one had trouble with theirs? my won't latch sometimes ,...

...Toyota has said it is not? their problem unless I can get it to do it at the dealer, this is a reoccurring problem leaving me not being able to latch my grandsons car seat in. A video is not good enough it has to be non working at dealer, so they say. I have a 2008 Rav4
