Toyota Yaris - Car lights do not seem bright enough?

I have a 2002 Toyota Yaris and I seem to have to put my fog lights or else the lights do not provide enough visibility. The normal car lights seem dull (and have done since I bought it 18 months ago) and do not light up roads well enough for me to see. The fog lights seem sufficient however other road users continually flash me as they are too bright. I am not sure what is wrong with my lights? Can anyone advise? Thanks
 
lights should shine at least three or more car lengths up the road couldbe they need adjusting could be just bad bulbs
 
Have you tried raising them - you can make them point further up and this illuminates further ahead.
I too have a Yaris (one year older) but find the lights are actually quite good as long as they are clean & pointing at the right level.
If you have already done that (I expect you have!) then I suggest you take it to a garage & ask if they can help.
