I am a permanent resident of the USA and recently i have been accepted into a scholarship program called the Harashin Scholar which allows me to go with a group to Japan. My issue is that I cannot apply for a passport because I'm not a citizen, and I can't get a passport from my country of origin, Vietnam, so is it possible to travel with a re entry permit and a green card, or is something else needed?
