Tropical vacation for 20 year olds?

My boyfriend and I are looking to fly somewhere tropical this summer. I'd like to do an all inclusive but I don't know about how old we have to be to book/attend. I understand cruises are out of the question because of our ages. Any ideas? We're up for really anything but preferably on the cheaper end. ($1200 or less for everything per person). We live in Connecticut if that helps at all. Thank you!
