Truck heating problem?

Hey everyone, When my 95 f150 gets warm (motor) the water stays cold you can take the radiator cap off and still have the water cold to the touch. BUT the radiator is hot on one side and cold on the other and the hoses are hot. Could this cause over heating later on or damage? please help i just dumbed over 800 in this truck i don't need it burning up the motor. Another thing why would it when i put water on my belt the water pump don't scream all together. does this mean its the belt that's bad?

Just sounds like the thermostat is stuck open and there is rubber from the belt is stuck on the pulleys and the makes the squealing
