okay,so my dad told me that hes getting my little sister a new phone,and its not time for her contract to be renewed yet. but he says there a discount on verizon phones & you can get them for the two year contract without it being time to upgrade? is that true?

I havent heard that myself but it may be a promotion specific to his account. Verizon does that often.
