u18 youth hunting in what states..?

I was looking for some hunting trips and i found out that ohio considers ppl 18 and under youths, instead of 16 and under. I was wonder if anyone knew any other states that did this.
 
All states consider people UNDER 18 to be youth, or minors. If a state said 18 and under, that would mean you are not a youth when you turn 19, and I don't believe this is the case in Ohio. States are different in what they require in the way of hunting licenses based on age.
Oklahoma considers those under 18 to be "youth". In Oklahoma, you do not have to have a license until you are 16 or OLDER. 16 and UNDER does not apply here. However, you do have to have a hunter safety certification. When you turn 16, but before you turn 18, you are eligible for a less expensive "youth" hunting license.
What is it that Ohio does to 16 and 17 year olds that is different? Are they not requiring licenses? If this is the case, check closely, because that's likely only for in-state residents. Most states require licenses for even young hunters from out of state.
