us citizen live in mexico and need to travel to us but don't have passport.?

I have a family member living in Mexico, is US CITIZEN but wants to come back to the US. Not sure if only for travel or to live(maybe just travel), but does not have a US PASSPORT. How can he/she do this? Thanks,
