...Executive? Richard Clarke worked in the NSC under both the Bush Snr AND Clinton administrations during his career. Do all of the positions within the NSC (civilian and military) have emulate the ideological viewpoint of the Executive (President) or can they be from any side of the political divide?
 
If I appointed a executive to any position it would be that I wanted his idolizes to be the format. Maybe you should fill that slot if you think the standard should be all over the map.
