Verizon family plan w/ 1 new smartphone?

I'm on a Verizon Family Plan with my dad and am eligible for an upgrade. I REALLY want to go smartphone with Android OS, but I've heard someplace that if one person on a family plan gets a smartphone with the required $30 data plan, the additional data fees will apply to each and every other line, even if they have a basic phone. Is this true?
