Verizon remote won't control television menu options?

I have verizon cable and a Philips television. My verizon remote won't control my tv menu options. I'm trying to set it up so I can adjust my picture and color options with the verizon remote. I can get to the televisions menu screen, but when I use the up and down arrows to try and go to the different options it just changes the channel or raises the volume. I've tried every tv code in the manual and it seems I can control everything except the tv menu. I lost the remote that goes to the tv, that is why I want to be able to use the verizon remote instead.
