VirtualDub encoding question?

I want to encode a file to an exact file size in VirtualDub.
The only problem is no matter what type of encoding(single -or multipass), no matter what bitrate or resolution I choose, during the encoding the file size starts to increase and the end result is often a 30-50% larger file than I expected.
How can I "stabilize" the file size in VD?
I would use AutoGordianKnot, but the audio format in the file is unsupported by AGK.
Are there any other avi encoders that can produce exact file sizes?
