VW bug won't start, no noise from starter (battery is fine)?

When I turn the key, the lights come one, but the starter doesn't make a sound. Popping the clutch while someone pushes from behind starts it, and I tried airing out the distributor cap. Procedures on how to test the starter and solenoid should be avoided, as I'm 95 percent sure they aren't the problem either.

Battery #1 (get it load tested) It may turn on the lights but that ain't the starter, is it? It may be new and it still may be a junk battery.
Starter solenoid #2 or check to be sure all the wires are connected to it and that means crawling under the car and have a physical look.. A small black or green wire (which comes from the ignition switch) needs to be connected to a tang right there on the starter solenoid.
Distributor is not the problem otherwise the car would not run(which it does).
You are off by the 5%. It is either 1 or 2. Nothing else.
And the factory wiring is strong enough. Remember, it is 30+ years old and connectors made out of brass corrode (turn green) over time and may need a bit of sandpaper to make them work like new again. Nothing more is needed.
