VW Polo '99 Idling speed issue when the car is moving.?

Hello all.

I will start this off with the initial problem I have with my car. Initially, the car would jerk, like it was gasping for fuel, around the 1800-2800 rpm range if I pull off slowly. I then took my car to the local garage and they did some work on it, and connected up a tester to the car, and found no fault. They cleaned the throttle body, and then reset the parameters on the throttle. Ever since I got the car back now, another problem has cropped up, and they never fixed the jerkiness when gently accelerating.

If the car is in motion, and i put the car into neutral (Manual) and take my feet off all the pedals, the car will rev anywhere between 1200-1800rpm, mostly depending on the speed the car is moving.

This unusual rev will cease once the car comes to a full and complete stop.

If I drive slowly and coast all the way to a stop without braking (or even with braking) the car rev's higher than normal idle speed, then goes back to 900rpm upon it becoming stationery.

So I sent the car back to the same garage, and all of a sudden, there was a fault code (I wish I could remember it, something like air valve intake parameters exceeded). They reset the throttle once more, and no joy.

Someone down the road recommended I disconnected the speedometer cable, and sure enough, the problem ceases. The engine returns to the correct idling speed while in motion, in neutral. This tip was from an amateur car enthusiast, and the garage people were completely stumped...

Now, I dont really want to drive the car without knowing my speed, so I'm reluctant to even take the car out of the driveway. The guy down the road said I should drive the car without the speedometer connected until it cuts out. (This is the part that is seriously worrying me, I dont want to drive the car if it could cut out on me. Could this even happen?). He then said that I should reconnect the speedometer cable to the engine and the problem should solve itself.

The guys at the garage also said I have to do varied driving for quite a few miles (between 50 and 100) for the engine to understand the new throttle locations, as its original memory had been cleared to try alleviate this other problem I have. (Is this also a common thing to do?)
