Weird pop up every time I type something in on google? Is it a virus?

Whenever im searching something on google a window opens saying that "a website wants to open up content using this program on your computer". its name is Rundll32 and the publisher is microsoft windows. I press don't allow, but it pops up every time anyways.. is it a virus? how do i stop it from popping up?
