Hi all,
I have no debt and saved enough for an emergency fund. I just recently opened a 403B account through Vanguard, and I have 10K to invest in anything. I can do more but I want to start slow.

I don't have a finance background. I feel like you need a degree to know what's going. The market is complicated. I have two choices. I can randomly buy a mutual fund/stock from vanguard or give the money to a broker and have him invest it for me.

My only problem giving the money to him is he'll take a chunk of it (pick the most expensive fund).??? If I do it myself, it could all go down hill too.??

What advice can you give to a newbie?

The market is indeed complicated. So complicated that a degree won't help you much. Brokers aren't even required to have a degree.

Best advice I can give you: Nobody knows what the market is going to do. It's all about controlling risk. Take a stab at it but don't allow yourself to take huge losses. Don't "wait to get even". Take some risk, but not excessive risk. Ask yourself all the time..."If the market went down 50% today, would I be O.K.?"
