What are GCE A Level grade predictions based on?

I mean the A Level grade predictions that are used in Uni applications, do they use your A2 grade predictions or something else?

I know As predictions will probably be based on GCSE results but will these be used for Uni applications or will your A2 predictions?

In my experience, the predictions were exact reflections of my performance in the A2 mock exams. So I am assuming mocks and your coursework average are the major contributors.
