What are good download and upload speeds for my system?

My processor is an AMD Athlon(tm) Dual Core Processor 4000+ 2.10GHz.

I just used speakeasy.com to test my speed and my download speed is 533Kbps. My upload speed is 635 Kbps.

Is this the best I can do? What's an inexpensive may to increase speed?
