What are the steps to make a DVD in Adobe Suite.?

What is the first step I have to do so that I can make a DVD using Adobe Premiere?
My friend told me that first have to decompress the video then start the editing process and then compress it again to fit into the DVD. I'm trying to do a DVD movie. If there any tutorials please link.

PS I have a Sony HXRNX5U and recorded in 720p.
He also told me about bitrate. Don't get it that much but I'd be glad if you would help me.
 
You dont mention the version of premeire, presuming you have the latest, and you have a computer that is up to the job of editing AVCHD, then you can import the video directly, into premiere, no need to convert.

Export it into Encore and build up your Menus unless you want to do some things in After effects
