local roads? What are those little black strips that you occasionally see running across local roads? They kind of look like those things that you run over at the gas station, to alert the attendant that you need service...

I was thinking they're used to take count of how many cars pass that stretch of road, but who knows...

You're correct. They use it for engineering traffic lights, highway routes, calculating usage or how often to repave, etc.

Yes, it's a car counter. Long ago, I remember actual people standing/sitting at the intersection, counting with a hand held counter.
