Are there ares in japan that are not affect by the tidal wave and the recent nuclear plant disasters?

Most of Japan is not affected.

Affected areas are coastal areas in Iwate, Miyagi and Fukushima. It's not just Sendai and around that.
 
Most of Japan is ok. It's mainly just the area in and around Sendai. I know two women in Tokyo. They said no problems in their area, I know another woman in Osaka. They barely felt the quake.
 
The area around Sendai (north eastern Japan) is what got hit by the tidal wave.

Fukushima is where the nuclear plant is located and there is currently a 20km evacuation distance around the plant. Further than that people are just being told to limit exposure by staying indoors and wearing face masks but there is no imminent danger .
