A lot of the heater controls are vacuum operated. If the vacuum line off the engine is disconnected the actuators do not work. If the block that holds all of the control lines gets disconnected, it does not work. If any line that is supposed to operate a actuator is broken or disconnected the flapper controlling air flow does not work right.
So check to make sure all of those air tubes are right.
