Aside from price, the two phones are almost identical in specifications and both run off of Sprint's home network coverage. The Samsung Galaxy Precedent is a slightly more powerful phone with an 800 Mhz processor vs. the Optimus V's 600 Mhz. Both run Android 2.2, both have the same screen size, the Precedent comes with a 2GB memory card, while I can't find anything that says the Optimus comes with one. Overall, I'd say the Precedent is a better buy.
However, you may want to consider how each company handles unlimited data. Virgin Mobile will allow you to enjoy 3G speeds up to 2.5 GB per month, after which, speed will be throttled for the remainder of the month. Straight Talk has open-ended language in its terms of service that allows it to turn off data service to anyone using a disproportionate amount of data to other Straight Talk users (and tethering is prohibited). I've heard everything from 1-3 GB per month triggering a warning from Straight Talk, so I'm not 100% sure on what their policy is. Sounds like Virgin Mobile would be more reliable there.
