What could cause this old system to really hang?

I have an old Gateway GP6-450 that I would like to upgrade a little. I'm still in the process of learning to repair computers. I know I need to reinstall XP for one thing. It was in the hands of my brother and had numerous viruses and likely has a corrupt BOOT.INI file thus giving me "unmountable_boot_volume" bsod. Here is the thing though, anything outside of loading bios takes a REALLY long time. If I try to run a Live linux CD it takes forever to even get a desktop and even then, that isn't usable. I tried loading my XP install CD but it just stays at "Press any key to load from CD..." and stays there. It even takes forever to load from the HD that bsods. What is the most likely cause of this?

Processor: Intel P II, 450mz
RAM: 128mb
OS: XP
HD: PRIMARY: 60gb PATA
HD: SLAVE: 200gb PATA
