What do the measurements (350 x 30.9mm) for a mtn. bike seatpost refer to?

If 350mm refers to the length, would it be okay to purchase a seatpost that is 382mm?
 
350 mm is the length of the seatpost and if your bike came with that length then a 382 might not fit and need to be cut anyway because of the possibility of a stop in the downtube and the other measurement is for the outside diameter of the tube itself.
