What do the overhead vents do in my forced hot air system?

I have a forced hot air heating/cooling system in my house. Downstairs there are vents in the floor and you can feel the air coming through them. Upstairs there are ceiling vents, but we have never felt air coming through them (hot or cold). Consequently, besides our foyer, most of the rooms upstairs are A LOT colder than the rest of the house. Is there something we can do to fix this, or should we call a heating specialist to check it out?
 
Be sure the ceiling vents are open and not blocked.
Get up there and feel for air when the system is running.
Look for a pipe with a damper downstairs near the unit and see if it is in a straight line with the pipe.

If no air or only cold air, call for help.
 
Without looking at the system…….. I would bet that those vents are for return air.
Using a Kleenex when the system is running ….put it up to the vents…. it should be drawing (forcing) air back to the system, which is what they are designed to do.
