What does it mean when dogs cry/whimper/whine? Are they being friendly or mean?

When my boxer/pit dog sees other dogs, he cries really loud and its very high pitched. He doesnt bark or growl though. He likes most dogs, but has bitten a couple dogs that have ran up to him off leash..I have seen fighting dogs on tv do the same exact thing as my dog does, thats why im asking..
 
I bealive it means that your dogs trying to get your attencion for your safety. That also might explain y he has bitten other dogs. Just think of it as your dog loves you
 
I think your dog is just very excited about other dogs. Excitement can lead to all sorts of reactive behavior, either playful or aggressive. Think of your dog as having doggy ADHD with other dogs. I don't really know if this is accurate though, but seems to me that's what's up.
