What does Photoshop mean when it says PC - DVD Rom?

I'm looking to buy Photoshop, and I noticed next to some of them that it will say something along the lines of "PC - DVD-ROM - English"

Does that mean that it's actual Photoshop, or is it like a guide or something? Please help D:
 
I can get you whatever program you want for free.
I have Photoshop CS5 Full Version for free.
