Earth exerts a gravitational force of 7000 N on one of the communication satellites.
a. more than 7000 N
b.7000 N
c.less than 7000 N
d. zero

The answer is b. 7000

And here's why:

Using the f =(Gm1m2)/r^2 equation, all the numbers would be the same whether it was the force of the earth on the satellite of the force of the satellite on earth.

AKA:
No matter which force on which you're calculating:
-Their masses would be the same.
-The distance between them would be the same.
-The answer will be the same!
