What happens If 115V goes though a device set for 230v? Will it over amp?

(Too much amps?)? 230v going though something set for 115v will fry it but other way round people way nothing, i though there will be too much amps
 
Generally the device will simply not work very well, or at all.

It will draw FEWER amps than designed for, not more.
