I live in Ohio and had this happen, I got a ticket and he told me he had to follow me to the nearest business (which was a gas station) He said I had to leave the car there and have someone come pick me up. He said "once we get into the parking lot I'm going to leave and not look back, what you do from there is your choice"
He implied I could be on my way after he left me in the parking lot and he wouldn't pull me over again that night.
