My boyfriend was in a little fender bender, and the car he hit has North Carolina plates - we are in New Jersey. The lady claimed that it was her father's vehicle. No police report was filed, and 6 months have since passed since the incident. The lady has only recently begun contacting him regarding his paying for the car to be fixed, at a shop in New Jersey, 6 months after the fact. She has also stated in phone messages that the her is her own, yet she lives in New Jersey and the car has North Carolina plates. Additionally, where she lives in New Jersey boasts one of the most troubling parking situations in this most densely populated state, begging the question of how much damage may have already been present at the time of the incident, as well as any subsequent damages due to parking bumps. Quite a situation, I'm hoping someone out there will be able to lend some advice!

Claim it with your insurance company. Since we have "no-fault", your insurance company will cover it. You will have to pay $300 processing until your insurance company sues the other driver for costs, but you will get this money back eventually.

Your premiums should not go up as the other driver caused the accident.
