probably don't let you pass. they send you back or drop you off somewhere
you don't need an actual passport booklet though, just a passport card is enough for US/Canada. i think it doesn't take as long to make and it's cheaper, but you should google up the time it takes to make it compared to the booklet.. i'm not too sure
