What is a romantic vacation spot in Europe where I can take my boyfriend for his birthday? Preferably somewhere near but not in Italy and Albania

Depends on what you want to see. I loved Malta, but again, some people hate that island.
For big cities - Vienna (if you love baroque, classical and Romantic music) or go somewhere in the Alps if you like mountains.

Well, I suggest Paris, one of the most famous romantic cities in Europe. lot of places to go, and very living city. The only bothering thing is the wet weather.
You can try also Bruges in Belgium, very similar sceneries like Venice.
But if you prefer a warmer place go to Barcelona.
